The IRS offers exotic 3 year vacations for its favored employees in Paris, London, Frankfurt, and Beijing—at taxpayer expense.
39 IRS investigators are located internationally, in places where it theoretically makes no sense. In all of those locations, a US taxpayer should owe no tax. So what is their intent?
The US tax system is unique in the world, in that it taxes-up any person unlucky enough to have been born a US citizen. If the tax rate in any country is too low–the US will tax up its citizens to the higher rate. This is done through a complex and expensive form process.
So, why is it that IRS investigators are out in places where they should know that they can’t make any money?

The US top marginal tax rate runs in the 35% to 40% range. In order for the US to skim profits off of its citizens–it needs to look in places which are lower than that. Otherwise, with the various tax treaties, the IRS can’t take its cut out of its citizens wages.
Well, the top marginal tax rate in Germany (Frankfurt) is 45%. Not much legitimate money to be had there. But the beer is cheap and there are fewer social taboos for anyone living there—so why not take a gravy job there?
Let’s go over to London. With all of the agents there it must be a real tax haven. Oops, that’s right, the rate there is 45%. But hey, London, what IRS agent wouldn’t want to live in London for 3 years?
Beijing–what’s the idea there? The communist country China has a marginal tax rate of 45%. What? Do you think the IRS set up shop in Beijing so as to control activities of its citizens in Hong Kong? 1200 miles away?
Let’s go over to France. With all of the agents there it must be a real tax haven. Oops, that’s right, the rate there is 75%, and that’s why Gérard Depardieu moved a few km outside of the French border. But hey, Paris, what IRS agent wouldn’t want to live in Paris for 3 years?
With the standard tax treaties in place, there are no US citizens who legitimately owe any taxes in Germany, China, UK, or France.
So why are there IRS agents getting expatriate contracts in these locations?
